Andrew Bird has over twenty years' consultancy experience in Eastern Europe, the Former Soviet Union, Eastern and Southern Africa, and South Asia. He specialises in strategic policy planning and management, public expenditure management, public investment programming and aid management. His recent work has been focused on strengthening linkage between strategic planning and budgeting processes and on the introduction of medium-term expenditure frameworks. He has also worked extensively on the planning and evaluation of sector programmes and projects, particularly in the agriculture and rural sectors. He is a founder member of Mokoro.
