Alta Fölscher is a consultant with experience in governance, public expenditure and civil service management systems, the assessment of and recommendations for public spending and in costing policy. She has published papers on fiscal transparency, participation, accountability, public expenditure management, civil service reform and South African budget policy, and she was manager of the Africa Budget Project at the Institute for Democracy in South Africa. She has carried out assignments in Asia, Africa and Eastern Europe.
