Putting Aid On Budget


The purpose of study is "to better equip governments to lead processes for bringing aid on budget", recognising that progress requires action by both governments and donors, with joint monitoring of progress and mutual accountability for the underlying Paris Declaration commitments. The study is particularly intended to help Sub-Saharan countries which receive substantial aid flows. However its scope is broader. It is one of the first attempts to examine the issue of putting aid on budget in a more systematic way, drawing on evidence from a wide range of countries.

This study was commissioned by Collaborative Africa Budget Reform Initiative (CABRI) and the Strategic Partnership with Africa (SPA) and financed by DFID with additional support from JICA (Literature Review).

The study involves: a literature review of existing good practice, a study of country practices in at least ten African countries (with outputs of 5 in-depth country case studies – Ghana, Mali, Mozambique, Rwanda, Uganda – and 5 country background working papers – Burkina Faso, Ethiopia, Kenya, South Africa, Tanzania) and the preparation of a Synthesis Report and a Good Practice Note based on the research results.

The study has been conducted in collaboration with Senior Budget Officials in each study country, in order to maximise relevance and ownership of the findings. The Inception Report [French version] provides further information on the study methodology and purpose.
