Mary Betley is a highly qualified economist with more than fifteen years' experience covering consultancy work in Africa, Asia/Pacific, Central Asia, the former Soviet Union, the Balkans, and Latin America. Her specific area of expertise is PFM, including both diagnoses and reform. She has significant experience of conducting PEFA assessments, with an emphasis on building Government ownership and helping identify the implications for PFM reform. She also has significant experience of assisting Governments with PFM reforms, specialising in MTEFs and strategic budget processes. She leads training modules on PFM, including PEFA. She speaks English, French, Russian, and Spanish.
