Consultant (Alta Fölscher) carried out interim evaluation of Public Expenditure Management Peer-Assisted Learning newtork, a multilateral effort to develop capacity and share reform experiences among countries in Central Asia and Eastern Europe.

2008 Multi-Country Cross-Country Study of Impact of PEFA Assessments PEFA Steering Committee

Study formed part of the on-going monitoring of the PEFA framework. For a selection of country case studies, the study analysed how both governments and development partners have used the results of their PEFA assessments and then went on to identify the factors behind these effects and what lessons may be learnt. 2008 Cambodia Study of Communes' Budget Execution Government of Cambodia

Facilitation of an inter-ministerial task group in charge of identifying bottlenecks and proposing both short- and medium-term improvement measures for the execution of the budgets of the communes (the lowest level of government administration in Cambodia). (Catherine Dom)

2007-08 Multi-country Aid On Budget Study DFID for CABRI/SPA

Study (led by Stephen Lister) involving ten countries (Burkina Faso, Ethiopia, Ghana, Kenya, Mali, Mozambique, Rwanda, South Africa, Tanzania, Uganda) and 8 consultants with the aim of producing outputs which will better equip governments in Sub-Saharan Africa to lead country-level processes to ensure external development assistance (aid) flows are properly reflected in national budget documents, ex ante (Budget presented to legislature) and ex post (out-turn accounts). The outputs were: 5 free-standing country reports (findings from 5 additional country case studies also incorporated in the Synthesis Report), a Synthesis Report and Good Practice Note. A free-standing Literature Review was produced, to cover existing good practice documents and existing aid agency policies in more depth, and (as an additional element) to scan additional countries for evidence of lessons learned about putting aid on budget.

2007 Ghana External Review of Public Expenditure Management DFID

Provided a member (Mary Betley) of a multi-donor team undertaking a regular external review of public expenditure management. Responsible for analysing recent public expenditure trends and assessing improvements in the PFM system, including procedures for public investment management.

2006-07 Papua New Guinea Public Expenditure Review and Rationalisation World Bank

Consultant (Mary Betley) joined a World Bank team regularly assessing progress on the Government’s Public Expenditure Review and Rationalisation Programme (PERR). Responsible for making recommendations for improving financial management and re-focussing the PERR programme on financial management.

2006 Multi-country Rethinking Sector Strategic Budgeting in the context of the EC Sector Policy Support Programmes EC
Two consultants (Catherine Dom and Mary Betley) assisted EC Headquarters and Delegation staff in rethinking the EC approach to sector strategic budgeting when designing and implementing sector support programmes, as an input into a process of revising the EC guidelines for Sector Policy Support Programmes.
2006 Ethiopia Training Course for Donor Staff DFID

Three-person Team (including Stephen Lister and Alta Fölscher) carried out a 3½ day course on Public Financial Management and public expenditure analysis, focusing on general principles and the specific issues that arise in Ethiopia. Delivered to 25 DFID and other donor staff based in Addis Ababa and the region.

2006 Ghana PEFA Assessment World Bank

As part of a wider World Bank External Review of PFM (ERPFM) team, consultant (Mary Betley) assisted the Government of Ghana to undertake a baseline PEFA assessment of its public financial management system.

2005-06 Albania Public Expenditure and Institutional Review World Bank (Funded by DFID)

Four-person team (Andrew Bird, Ann Bartholomew, Mary Betley and Mauro Napodano) assisted in the preparation of the Public Expenditure and Institutional Review.

2005-06 Georgia Increasing Financial Management Capacity in the Ministry of Agriculture Agrisystems/EC
Consultant (Ray Purcell) provided support in setting up a policy formulation unit in the Ministry of Agriculture and with the MTEF over a number of inputs.

2005 Zambia PEFA Assessment Sida

Provided Consultant (Mary Betley) to a Zambian Government team assisting the Government to carry out a baseline Public Expenditure and Financial Accountability (PEFA) assessment, in order to improve the prioritisation of the Public Expenditure Management and Financial Accountability PFM improvement programme.

2004-08 Moldova Medium-Term Expenditure Framework Phase II DFID

Provided a team of six short-term international consultants (Andrew Bird (leader), Mary Betley, Ray Purcell, Alta Fölscher, Simon Groom and Larry Seale) and a full-time team of five national consultants. The purpose of the support was to establish the MTEF as the primary decision-making tool for linking government policy objectives with budgetary resource allocation consistent with a sustainable medium-term macroeconomic framework.

2004-08 Bangladesh Financial Management Reform Programme Atos for DFID

Two consultants (Andrew Bird) and (Ray Purcell) provided assistance in the development of the Medium-Term Budgeting Framework (MTBF) as part of this programme.

2004-08 Georgia MTEF Design and Support DFID/Sida

Consultant (Andrew Bird) provided high-level advice on the development of the Medium-Term Development Framework and designed the related component of the multi-donor financed Public Sector Finance Management Reform Support Project.

2004-05 Namibia Finance Advisor to the Ministries of Education Government of Namibia

Consultant (Catherine Dom) was member of a 3 person team, advising the Ministry of Economy and Finance in preparing a medium to long-term comprehensive PFM reform programme, involving a SWAp-like approach to the next phase.

2004 Ghana Public Expenditure Review DFID
Consultant (Simon Groom) participated in PER, with particular responsibility for assessing the overall poverty stance of public expenditure, including the consistency between recent budgets, particularly in health and education, and the Ghana Poverty Reduction Strategy. Assessed the extent to which significant strategic resource reallocations had been achieved in order to improve service delivery to the poor.
2004 Rwanda Improving the Development Budget DFID

Consultant (Simon Groom) assisted the Ministry of Finance and Economy to examine ways of improving the accuracy of the development budget and its integration with the recurrent budget.

2008 Vietnam Fiduciary Risk Assessment of Climate Change Budget Support Danida

Provided International/Lead Advisor (Mark Minford) on fiduciary risk assessment of a proposed Danish Government programme of budget support to the Government of Vietnam for Climate Change Adaptation and Mitigation programmes.

2008-09 Multi-country Study of Sector Budget Suport in Practice DFID for Strategic Partnership with Africa

With ODI (Lead Company), undertaking study of Sector Budget Support in Practice for the Strategic Partnership with Africa. The work involved ten case studies in six countries and five sector, a broad literature review and a study of HQ accountability requirements and aimed to draw on the experience of Sector Budget Support to guide future improvements in policy and practice. 2008-09 ongoing Multi-country Mid-Term Evaluation of the EFA Fast-Track Initiative World Bank

Member of consortium led by Cambridge Education and with Oxford Policy Managemnet carrying out midterm evaluation of the Eduaction For All Fast Track initiative. Providing overall Team Leader (Stephen Lister), other members of the core team (Catherine Dom, Abby Ridell, Muriel Visser-Valfrey), and members of country study teams (Anthea Sims-Williams, Ray Purcell, Mailan Chiche, Ann Bartholomew) in Cambodia, Pakistan, Burkina Faso, Nicaragua, Nigeria and Mozambique.

The main purpose of the evaluation is to assess the effectivness of FTI to date in accelerating progress towards achievement of EFA goals in participating countries, with particular attention to country movement towards Universal Primary Completion (UPC). The evaluation will also assess FTI's contribution to improving aid effectiveness at both the country and global levels. It will draw lessons learned from FTI's strengths and weaknesses and make a series of recommendations to further improve future partnership programming and effectiveness. Most importantant it is hoped that, as a result of this evaluation, progress towards expanding and enhancing educational oppurtunities will be strengthened.

2008 Europe European Parliament Study of 'The Use and Monitoring of Budget Supporty' European Paliament

Three-person team (Alta Fölscher, Ann Bartholomew, Rebecca Carter) undertook comparative analysis of the use and monitoring of budget support by five selected donor/agencies and their corresponding Parliaments, covering decision-making procedures, risk assessment and monitoring and evaluation. This involved the development of guidelines and recommendations to improve effective parliamentary oversight of budget support. Report is available for download here

2008 Finland Aid on Budget Training seminar MFA, Finland

Three Consultants (Stephen Lister, Alta Fölscher, Florence Kuteesa) carried out training on aid effectiveness and aid modalities, looking in particular at putting aid on budget. Participants were from Finnish ministries and other agencies.

2008 Zambia Review of institutional Capacity Building EC

Consultant (Peter Oates) carried out Mid-Term Review of a capacity building project for improved aid management in the Ministry of Finance and National Planning.

2008 Multi-country Stocktake on Donor Approaches to Managing Risk when using Country Systems DFID
Mokoro (Stephen Lister and Rebecca Carter) collaborated with the Chartered Institute of Public Finance and Accountancy (CIPFA) to produce a stocktake paper which identifies and analyses donor approaches to managing risks when using country systems, the range of benefits from using country systems recognized by donors and the different types of relationships between risks and benefits recognized by donors. The stocktake was commissioned by DFID to feed into the OECD DAC Joint Venture on Public Financial Management’s report for the Accra High Level Forum. The Stocktake Report is available here
2007-08 Mozambique Evaluation of Danish Aid Programme Danida
Team (led by Stephen Lister) carried out a comprehensive evaluation of Danish aid to Mozambique, covering the period from the end of the civil war in 1992 up to 2006.   The final study reports are now available - see the project site here

Consultant (Ray Purcell) evaluated two of the NTF supported operations in the Gambia: Artisanal Fisheries Development Project and the Participatory Integrated Watershed Management.
2006 Rwanda SWAp Training Event Danida
Provided facilitator for multi-sectoral SWAp learning event in the context of the government’s preparation of the Economic Development and Poverty Reduction Strategy. (Catherine Dom)
2006 South Africa Programme Evaluation Irish Aid

Four-person team (Alta Fölscher, Ann Bartholomew, Peter Oates and Tony Barnett) carried out a strategic evaluation of the Irish Aid South Africa Country Strategy Programme (CSP) 2004–2006, to provide Irish Aid with an assessment of the CSP 2004–2006 to inform strategic decision making for the period 2007–2009. Areas covered included aid management issues, health sector programmes, local economic development, governance and education.

2006 Uganda Evaluation of Danish Aid Programme Danida

The evaluation was of Denmark's support to Uganda from 1987 to 2005. A short summary and the final reports are available from the Danida website. The evaluation team was led by Stephen Lister and included Martin Adams, Wilson Baryabanoha, Lawrence Bategeka, Poul Buch-Hansen, Rebecca Carter, Richard Johnson, Charles Lwanga-Ntale, Milton Ogeda, May Sengendo, Trish Silkin, Brian Van Arkadie and Veronica Walford. Quality support was provided by Andy Batkin, Catherine Dom and Adam Pain.

2006 Vietnam PRSC Review World Bank

Team (Ann Bartholomew, Catherine Dom and Stephen Lister) carried out a review of the PRSC 1-5 cycle in Vietnam to assess the extent to which the PRSC has contributed to development outcomes in the sectors highlighted in the three pillars of the policy matrix and lessons learned for the design of the PRSC 6-10 cycle and experience of the budget support process.

2005 Cambodia Analysis of Budget Support DFID

Consultant (Catherine Dom) carried out analytical work to assess opportunities and risks arising from a potential joint Budget Support Operation with the WB (preparing for a PRSO). The work included an assessment of fiduciary risks and development benefits, and the preparation of a strategy for budget support in Cambodia, generally and more specifically for DFID.

2005 Multi-country Conditionality Research DFID
Consultant (Trish Silkin) carried out a review of the conditions that DFID currently applies to the provision of development assistance to enable DFID to assess the current burden of conditionality on partner governments and to monitor whether this burden is being reduced over time.
2004-05 Multi-country DAC Good Practice Paper on Support to Sector Programmes OECD DAC Secretariat

Consultant (Stephen Lister) prepared a paper on sector programmes, plus general introduction, for OECD Development Assistance Committee (DAC) volume on good donor practices with special reference to aid and Public Financial Management issues.

2004 Ethiopia Studies for Joint Review Mission of Education Sector Development Programme DFID

Two consultants (Stephen Lister and Catherine Dom) advised DFID, the donor community and the Ministry of Education on various issues related to financing of the education sector in the context of shifting aid modalities towards increased provision of Direct Budget Support.

2004 Ethiopia Evaluation of Country Programme Modalities Irish Aid

This evaluation, carried out by Stephen Lister and Peter Oates, covered: clarification of concept of aid modalities; review of institutional environment in Ethiopia with special attention to recent developments and to factors affective aid delivery; analysis of the aid modalities and instruments employed by the programme in Ethiopia and the way it has evolved in the past few years; overall assessment and recommendations for future aid modalities. Consultant (Stephen Lister) jointly prepared a discussion paper on the relevance to Middle Income Countries of the partnership approaches and aid instruments that are increasingly deployed in Less Developed Countries.

2003 Multi-country Aid Instrument Review DFID

The International Development Department, University of Birmingham and Mokoro team (Stephen Lister and Ann Bartholomew) reviewed the appropriateness of different aid instruments in different country contexts in Asia, with Mokoro responsibility for Vietnam case study. Other case study countries were India and China.

Team (Stephen Lister, Peter Oates, Liz Bjornstad and Milton Ogeda) carried out evaluation covering: underlying concepts that have driven donor approaches in Uganda; Uganda 's past performance and the institutional context for aid management; summary of programme objectives and strategy, comparison of actual expenditures to those originally planned; evaluation of Ireland's shift towards more programmatic aid in Uganda; consideration of main sectors and cross-cutting themes within the programme; review of overall management of the programme; and conclusions and recommendations.

Consultant (Catherine Dom) undertook identification of critical issues for education reform and suggestions for a mechanism to prioritise them (scoping paper), including assessment of way forward for DRC to seek FTI status. Assistance to existing and potential donors and the World Bank to define the disbursement mechanisms to be used for joint donor support to primary education in DRC and recommending appropriate fiduciary risk management and overall governance arrangements for the joint funding arrangements.
