Rebecca is an international development consultant with expertise in aid management and effectiveness. Rebecca has up-to-date involvement in aid effectiveness debates, and has particular experience of donor policy and guidelines for budget support. Previously Rebecca was the study coordinator and Nicaragua country report team member for the Joint Evaluation of General Budget Support. Recently she has been involved in a DFID stocktake on donor approaches to managing risk when using country systems and in the 10-country Putting Aid On Budget study, funded by DFID (with extra support from JICA). Both of these consultancies are feeding into preparation for the Accra High Level Forum. Working on the stocktake of donor approaches to managing risk gives Rebecca current knowledge of donor risk assessment policy and use of conditionality, while working on the Putting Aid On Budget study gives her in-depth knowledge of the Paris Declaration and the translation of the commitments to country-level action.
