Ray Purcell is an economist with more than 20 years' experience in national and sectoral planning and management. With experience in both pubic and private sector development, he has recently been a principal adviser to the Governments of Moldova and Botswana on major national planning exercises. He has focused on sectoral medium-term public expenditure planning, on sectoral policy and programme preparation and evaluation, and on institutional development. He also has substantial experience of project management as a result of long and short-term leadership positions and has worked in Africa, Asia, Europe, the Former Soviet Union, the Middle East and the Far East.
