Mokoro : Public Policy and Management
Good public financial governance systems are critical to ensure that governments are affordable, transparent and accountable and deliver quality public infrastructure and services cost-effectively. Since the 1980s governments the world over have pursued reform of policies, planning, budgeting and financial management systems and the structures of government to achieve policy coherence and sound governance. In developing countries the importance of improving core systems is well recognised, leading to pressure from within and from donors to achieve relatively quick results. A key lesson however is that successful reforms take time. While there is some agreement on the elements of an effective public financial management (PFM) system - as expressed by the Public Expenditure and Financial Accountability (PEFA) framework - how to put these elements in place is context-dependent and must be driven by local actors. Reforming PFM systems is both a technical and a political process, and while the former can be supported by external actors, the latter must be driven from within.
Mokoro experience
Mokoro has been supporting governments in reforming core systems since its inception in 1982. It has recognised expertise in systems to link planning and budgeting, including in the design and implementation of medium term expenditure frameworks, performance oriented programme budgeting, expenditure management and oversight. In recent years it has supported the successful implementation of medium term budget reforms in Moldova, strategic budgeting in Bangladesh, the development of budget monitoring tools for better budget execution and decision-making in the Demoratic Republic of Congo (DRC), and has provided consultants for numerous PEFA-related assignments. Mokoro also has unique expertise in issues around putting aid on budget, and a robust understanding of PFM reforms in decentralized contexts (e.g. Uganda, Ethiopia, DRC and South Sudan).
